Or to use as a sandbox that allows the players to do pretty much whatever they like. On one side you have the big, democratic Federation. On the other is the feudal dictatorship-esque Empire.
And somewhere in the middle, the Alliance is trying to wrangle control of their systems from the two big guys. Character creation in roleplaying games is key to getting the player invested in their character. Every character starts with 10 in every skill. Then the players choose four backgrounds that have an effect on the skills they know.
Some backgrounds, such as the military ones, will count for two slots. But they give a much bigger skill reward. These have a huge range of uses and are generally crazy stunts that you can pull off in the right situation. Everybody also gets the Escape Death ability, which can literally save their life if they have some Karma left to use.
